Dear Colleagues,

I would like to propose a new FL1 code:
AV = Average

This code is valid for Fine Location 2 but not for Fine Location 1.
We want to use it equivalent to the FL1 SU = Sum.

Implemented in db 1.6 p1.
General advice:
- Use "AV" at FL1, if FL1 is "00".
- If FL1 is already occupied, use AV at FL2.
